New turn into Indian politics

I'm surprised even though it could have been possible as to what we saw from the results of Legislative Assembly elections of Delhi, Rajasthan, Madhya Pradesh & Chattisgarh. Except Delhi, Others were clearly and proudly been won by Bharatiya Janata Party (BJP) but the real time twist that was witnessed was of Delhi results. It was nail biting moment throughout the counting period. Sometimes BJP got the lead and sometimes AAP, Congress got the deserving response from all places. I hope these elections will become an eye opening elections for them and for others too that people are not deaf, blind and dumb to not notice what they are doing and what they didn't do!
As far as AAP is concerned I'm happy for their collection of votes. They have indeed proved their strength and hope that they now stay firm on their ideologies and make real Aam Admi happy in future. Though the question of whose governance will form in Delhi is in question but I hope they stay with their decision of not taking support from others no matter even reelections take place. Because the same people who have given them votes will in future question their identity if they will take support from the one whom they criticized all time and the opposition too can take this matter against AAP!
Phew! I tell you politics isn't easy job. Yet, to all those who think why Arvind Kejriwal has entered into politics, I think those are most dumb for you would have been same person who would have pointed your finger on their future andolans saying they can only do this but not enter into political system and try bringing change into it! What's harm into it if they've entered then?! I don't understand it. Never mind I feel they've decided to change the system by being part of the system and in very fictional way as we see in movies they've won it into reality. I'm proud of them! They've given new hopes to so many people and it is very inspiring!

Real test!

It's so damn easy to say I'm against corruption, it's so damn easy to participate in a support rally, it's so damn easy to follow pages on Facebook saying India Against Corruption, its so damn easy to take that oath, it's so damn easy to get aggressive and say things you would do against corruption, etc etc...
But it isn't that easy when the moment comes when you are in front of an officer and he clearly asks for a bribe and you wonder, what to do now? If still you end up wondering what to do? then my friend, if you happen to fulfill their hunger then I will not be surprised and will not blame you as well.
Actually, it's very easy to support something but when real situations come, when you have to show what you want to do, if you could actually do it or not, only then will you know what guts and efforts it require to go against somebody's demands and say a big and clear NO! That no matter what happen I would not bribe.
Don't you know what can happen when and where? Atleast some situations are so very clear, since your birth you would have heard about them that at such point in time those people take advantage and ask for a bribe.
If you had already heard that going at a particular government office you will be asked bribe by somebody, can't you be prepared for the answer you would give in such circumstances? Then what would you do in unknown situations?
It's not that easy, as I said, but then we had already heard and learned as well that every right path goes with difficulties so does this and hence you should have been prepared for it knowing the circumstances. If you can't then please, its of no use to show off in front of others that you are in support with some cause, that you have great aggression in you and this aggression will stay with you at that time when you would face such a situation when it would be required, then its of no use to feel guilty about it that you bribed.
The cause need participation of strong people and not fake ones.
Then those who bribe and not support such things are better in front of those who support and end up paying bribe and then feel guilty about it.
Better think before doing than to think after bribing when every damn possibility of doing something ends.
Be strong!
Learn to say No, they can't do anything just remember it!
But funnily, in such situations the one who is wrong should feel guilty and be ashamed and should feel the need to have strength to ask for a bribe but when the right ones don't exercise their rights the wrong ones get encouragement to continue doing wrong and right ones later on could only crib about, "iss desh ka kya hoga thing." For their kind information, if citizens like them would continue to exist then "iss desh ka kuch nahi hoga." And because of them others will also continue to face problems and in all nothing will seem to change as you don't want to change and you don't have guts to change.
Obviously things would not ultimately change but we will have to change them. That too with great efforts and strength and strong determination.

Happy Republic Day!

Salient features of Jan Lokpal Bill (in English both)

Salient features of Jan Lokpal Bill

1. An institution called LOKPAL at the centre and LOKAYUKTA in each state will be set up

2. Like Supreme Court and Election Commission, they will be completely independent of the governments. No minister or bureaucrat will be able to influence their investigations.

3. Cases against corrupt people will not linger on for years anymore: Investigations in any case will have to be completed in one year. Trial should be completed in next one year so that the corrupt politician, officer or judge is sent to jail within two years.

4. The loss that a corrupt person caused to the government will be recovered at the time of conviction.

5. How will it help a common citizen: If any work of any citizen is not done in prescribed time in any government office, Lokpal will impose financial penalty on guilty officers, which will be given as compensation to the complainant.

6. So, you could approach Lokpal if your ration card or passport or voter card is not being made or if police is not registering your case or any other work is not being done in prescribed time. Lokpal will have to get it done in a month’s time. You could also report any case of corruption to Lokpal like ration being siphoned off, poor quality roads been constructed or panchayat funds being siphoned off. Lokpal will have to complete its investigations in a year, trial will be over in next one year and the guilty will go to jail within two years.

7. But won’t the government appoint corrupt and weak people as Lokpal members? That won’t be possible because its members will be selected by judges, citizens and constitutional authorities and not by politicians, through a completely transparent and participatory process.

8. What if some officer in Lokpal becomes corrupt? The entire functioning of Lokpal/ Lokayukta will be completely transparent. Any complaint against any officer of Lokpal shall be investigated and the officer dismissed within two months.

9. What will happen to existing anti-corruption agencies? CVC, departmental vigilance and anti-corruption branch of CBI will be merged into Lokpal. Lokpal will have complete powers and machinery to independently investigate and prosecute any officer, judge or politician.

10. It will be the duty of the Lokpal to provide protection to those who are being victimized for raising their voice against corruption.

11. Lokpal will have powers to probe any Govt. official, politician or Judge.

Salient features of Jan Lokpal Bill (in Marathi)

Difference between Jan Lokpal & Lokpal

Jan Lokpal
Lokpal
Lokpal would have power to investigate allegations of corruption against judiciary.
Judiciary kept out of Lokpal's purview
The government wants to bring the judiciary under the Judicial Accountability Bill. Activists not happy with this, arguing that the National Oversight Committee under the JAB will not have the investigative powers and machinery to deal with criminal complaints, which Lokpal would have.
Lokpal can investigate allegations that any MP had taken a bribe to vote or speak in Parliament
Excluded from the purview of Lokpal.
Activists argue that the government is virtually giving a licence to MPs to take bribes with impunity
Lokpal should have powers to investigate allegations of corruption against the PM.
PM out of the purview of Lokpal while in office. Once he demits office, Lokpal can investigate complaints
Activists complain that CBI, which will currently investigate complaints against the PM under the Prevention of Corruption Act, reports to the Prime Minister’s Office and hence cannot be an effective agency
If the work of a citizen is not done by a government officer in the prescribed time, it should be deemed a violation of the citizen's charter, and as amounting to corruption. The officer should be penalised
No penalties proposed
Activists complain that the government side had first agreed to this and later went back on this issue.
Anti-corruption branch of CBI to be merged into Lokpal.
CBI untouched. Officers will be deputed to Lokpal
The bill should create Lokayuktas at the state level.
The bill only creates Lokpal at the centre.
The government argues that it is up to the states to provide for Lokayuktas
Lokpal required to provide protection to whistleblowers, witnesses and victims of corruption.

Whistleblower protection part of separate law to be introduced.

Other Important points:
* If you are getting your ration card/voter ID/passport late than the time mentioned then you can complain to lokpal and your grievance will be solved within 1 month. Lokpal & Lokayukta will get public grievances resolved in time bound manner, impose a penalty of Rs 250 per day of delay to be deducted from the salary of guilty officer and award that amount as compensation to the aggrieved citizen.
* Politicians will have absolutely no say in selections of Chairperson and members of Lokpal & Lokayukta. Selections will take place through a transparent and public participatory process.
* Govt’s Lokpal heavily biased in favour of government servants and against complainants. An accused gets three separate hearings and an advocate at the government's expense. A government officer can file a counter complaint in a special court. Minimum punishment for a frivolous complaint is two years while minimum punishment for corruption is just six months.
* It Includes only 65,000 out of 1.2 crore government employees, citing heavy workload on Lokpal if more are included. A large number of NGOs (if funded by the government) included.
