Of late I am with the post about India not very specifically about the Independence Day Celebration and all but just about a thought that had just crept up on my mind! That we haven't yet got Independence in all real senses and terms.

1. An institution called LOKPAL at the centre and LOKAYUKTA in each state will be set up

2. Like Supreme Court and Election Commission, they will be completely independent of the governments. No minister or bureaucrat will be able to influence their investigations.

3. Cases against corrupt people will not linger on for years anymore: Investigations in any case will have to be completed in one year. Trial should be completed in next one year so that the corrupt politician, officer or judge is sent to jail within two years.

4. The loss that a corrupt person caused to the government will be recovered at the time of conviction.

5. How will it help a common citizen: If any work of any citizen is not done in prescribed time in any government office, Lokpal will impose financial penalty on guilty officers, which will be given as compensation to the complainant.

6. So, you could approach Lokpal if your ration card or passport or voter card is not being made or if police is not registering your case or any other work is not being done in prescribed time. Lokpal will have to get it done in a month’s time. You could also report any case of corruption to Lokpal like ration being siphoned off, poor quality roads been constructed or panchayat funds being siphoned off. Lokpal will have to complete its investigations in a year, trial will be over in next one year and the guilty will go to jail within two years.

7. But won’t the government appoint corrupt and weak people as Lokpal members? That won’t be possible because its members will be selected by judges, citizens and constitutional authorities and not by politicians, through a completely transparent and participatory process.

8. What if some officer in Lokpal becomes corrupt? The entire functioning of Lokpal/ Lokayukta will be completely transparent. Any complaint against any officer of Lokpal shall be investigated and the officer dismissed within two months.

9. What will happen to existing anti-corruption agencies? CVC, departmental vigilance and anti-corruption branch of CBI will be merged into Lokpal. Lokpal will have complete powers and machinery to independently investigate and prosecute any officer, judge or politician.

10. It will be the duty of the Lokpal to provide protection to those who are being victimized for raising their voice against corruption.

11. Lokpal will have powers to probe any Govt. official, politician or Judge.

"जनलोकपाल बिल" मध्ये नक्की काय आहे???

१. केंद्रामध्ये "लोकपाल" नावाची संस्था काढली जाईल आणि प्रत्येक राज्यामध्ये या संस्थेचा"लोकायुक्त" निवडला जाईल.

२. सर्वोच्च न्यायालय आणि निवडणूक आयोग यांच्याप्रमाणेच लोकपाल आयोग हा सुद्धा शासनापासून पूर्णपणे स्वतंत्र असेल. कोणताही सरकारी अधिकारी किंवा नेता या आयोगावर नियंत्रण ठेवू शकणार नाही.

३. भ्रष्टाचाराचा कुठलाही खटला वर्षानुवर्षे चालणार नाही. चौकशी साठी जास्तीत जास्त १ वर्षआणि खटल्यासाठी १ वर्ष दिला जाईल, जेणेकरून २ वर्षांत शिक्षेची अंमलबजावणी होईल.

४.आरोप सिद्ध झाल्यावर सर्व नुकसान त्या व्यक्तीकडून वसूल केले जाईल.

५. सामान्य जनतेला या बिलाचा फायदा काय? ....आपले कुठलेही सरकारी काम जर सुनिश्चित वेळेत झाले नाही तर लोकपाल विधेयाकानुसार जबाबदार सरकारी अधिकार्‍याकडून दंड वसूलकेला जाईल आणि तो नुकसानभरपाई म्हणून आपल्याला दिला जाईल.

६.म्हणजेच, जर तुमचे रेशनकार्ड/ मतदानओळखपत्र/ पासपोर्ट यासाठी निश्चित वेळेपेक्षा जास्त वेळ लागला असेल तर तुम्ही लोकपाल आयोगाकडे जाऊ शकता. लोकपाल तुमचेकाम १ महिन्याच्या अवधीत पूर्ण करेल. शिवाय रेशनदुकानावर खराब धान्य, खराब रस्ते, पंचायत फंड घोटाळा अश्या तक्रारीही तुम्ही लोकपालकडे करू शकता. लोकपाल आयोगजास्तीत जास्त २ वर्षांत याविषयी पूर्ण निर्णय देईल.

७.पण या आयोगवर आयुक्त सरकार नेमेल का? नाही! आयुक्ताची निवड ही नागरिक आणि न्यायमूर्ती करतील. कुठल्याही राजकीय हस्तक्षेपाशिवाय !

८.आणि लोकपालमधलाच एखादा अधिकारी भ्रष्ट निघाला तर? नाही!या आयोगाचे काम पूर्णपणे पारदर्शक असेल. त्या अधिकर्‍याची २ महिन्यात चौकशी करून दोषी आढळल्यास त्वरित हकालपट्टी केली जाईल.

९.मग सध्याच्या भ्रष्टाचार विरोधी यंत्रणा बंद पडणार का? नाही... या सर्व यंत्रणा "लोकपाल" मध्ये समाविष्ट कार्यात येतील.

१०.ज्या व्यक्तीने भ्रष्टाचाराविरु द्ध आवाज उठवला आहे त्याच्या जिविताची काळजी घेण्याची पूर्ण जबाबदारी लोकपाल आयोगाची असेल.

११.आणि सगळ्यात महत्वाचे... लोकपाल आयोगाकडे कोणताही अधिकारी, नेता आणि न्यायाधीश यांची चौकशी करण्याचे अधिकार असतील.

Selections will take place through a transparent and public participatory process.

* Govt’s Lokpal heavily biased in favour of government servants and against complainants. An accused gets three separate hearings and an advocate at the government's expense. A government officer can file a counter complaint in a special court. Minimum punishment for a frivolous complaint is two years while minimum punishment for corruption is just six months.  * It Includes only 65,000 out of 1.2 crore government employees, citing heavy workload on Lokpal if more are included. A large number of NGOs (if funded by the government) included.

Please spread bout Lokpal Bill as much possible. And do step out of your houses and take part in any of the rallies. There are so many getting conducted locally as well. It's indeed not necessary that all of us should go to Ramlila Maidan, New Delhi or Azad Maidan, Mumbai. But we can support Anna by spreading it in our home amongst our family members, friends, office colleagues, etc and tell others to spread as well.

Abridged info about the Lokpal Bill

1. Lokpal will be an independent authority which will not be under the control of the government. No one can influence the investigation

2. Lokpal will be a quasi judicial body. Investigations in any case will have to be completed in one year. Trial should be completed in next one year so that the corrupt politician, officer or judge is sent to jail within two years.

3. Any official who is proved guilty of an offence, his/her property will be seized and the amount of corruption will be recovered. The prevention of Corruption Act, 1988 has no such provision.

4. Currently the Lokayutta at the state levels don’t have powers to hear the case, they can only recommend. The state level Lokayuttas will also get the power of sentencing.

5. Any false case filed against the official will be punished.

6. The functioning of the Lokpal will be done in a transparent manner.

7. Lokpal will be responsible to provide protection to the whistle blowers who raise their voice against corruption.

8. There is a time frame for execution of the work by the officers. If the time line is not adhered to by the officer, penalty will be levied on the guilty official and will be awarded to the complainant. If lokpal is approached then it is the duty of the lokpal to get the work done within a month.

9. you can even complain against issues like bad quality of roads Lokpal will have to investigate the same as well.

"ICE" (In Case of Emergency)

We all carry our mobile phones with names & numbers stored in its memory but nobody, other than ourselves, knows which of these numbers belong to our closest family or friends.

If we were to be involved in an accident or were taken ill, the people attending us would have our mobile phone but wouldn't know whom to call? Yes, there are hundreds of numbers stored but which one is the contact person in case of an emergency? Hence this "ICE" (In Case of Emergency) Campaign

The concept of "ICE" is catching on quickly. It is a method of contact during emergency situations. As cell phones are carried by the majority of the population, all you need to do is store the number of a contact person or persons who should be contacted during emergency under the name "ICE" ( In Case Of Emergency).

The idea was thought up by a paramedic who found that when he went to the scenes of accidents, there were always mobile phones with patients, but they didn't know which number to call. He therefore thought that it would be a good idea if there was a nationally recognized name for this purpose. In an emergency situation, Emergency Service personnel and hospital Staff would be able to quickly contact the right person by simply dialing the number you have stored as "ICE."

For more than one contact name simply enter ICE1, ICE2 and ICE3 etc. A great idea that will make a difference!
